Al Jazeera - Shooting the messenger - 23-11-09

By Ian Stuttard Shooting the Messenger, Al Jazeera's documentary on the deliberate killing and intimidation of journalists in conflict zones, has been nominated for a presitigious Emmy award. In the past, members of the media were considered to be neutral in time of war. They were much like paramedics in the sense that their main concern was not victory, but saving lives. Two months ago Fadel Shana'a, a well-known cameraman with the Reuters news agency, was on a routine assignment east of the Gaza Strip to investigate reports that some villagers had been injured in an Israeli attack. On his way back from the village, he stopped his jeep to get some more video footage of the area. He was spotted by the Israeli military and shelled. Shana'a's jeep was clearly marked with the words 'Press' and 'TV'. Nevertheless, Israeli shell fire struck the jeep, tearing it apart. Fadel and three others died instantly. Shana'a's case is but one of many in recent years which has indicated that journalists reporting from conflict zones are no longer regarded as impartial by the combatants. As a result, increasing numbers of journalists have joined the casualty lists. The deliberate targeting of the press in war zones can probably be dated back to the Balkan conflict of the 1990's. When the shocking atrocities committed by the Serbs, Bosnian Muslims and Croats were filmed or reported, the media fell under suspicion, and was accused of supporting one faction against another. 'Embedding' A significant change occurred during the second invasion of Iraq in 2003 when, under the guise of protecting journalists, the military took the media firmly under its wing. This was called 'embedding' and meant that the journalist went where the military wanted them to go and saw what the military wanted them to see, in the hope that they would report what the military wanted them to report. In short, this was the military's effort to protect themselves. Terry Lloyd was a veteran reporter with Britain's ITN organisation and during the invasion he and his crew were one of the few independent, unembedded crews to operate inside Iraq. Caught in crossfire, Terry, his recordist and translator were killed by a deliberate but mistaken US onslaught. In 2006, while covering an attack on the revered al-Askari mosque in Samarra, Al Arabiya journalist Atwar Bhajat was abducted and later shot dead. Before joining Al Arabiya TV, Atwar worked for Al Jazeera, and was not that station's first loss. In April 2003, Sami al-Hajj, a Sudanese cameraman working for Al Jazeera, was seized by Pakistani forces on the Afghan border. He was held on suspicion of being involved in terrorism, and handed over to US forces who imprisoned him in their Guantanamo Bay base in Cuba. In May 2008, after almost seven years, he was released without charge. His lawyer, Clive Stafford-Smith, said: "...The folk[s] in Guantanamo honestly believe that Sami is a terrorist. They are crazy. He's no more a terrorist than my granny." Intimidation Elsewhere in the world, intimidation is a bigger threat to journalists than abduction. In Zimbabwe, after 28 years as president, Robert Mugabe, is clinging to power. Massive inflation, starvation and chaos has seen a third of the population flee abroad. The country's only real opposition voice in the media comes from outside. The Zimbabwean is a newspaper edited in England and printed in South Africa. There is also, for two hours a night, S W Radio Africa, which is intensely critical of the government, but broadcasts from London - 10,800km away. Across the border in Johannesburg, exiled journalists watch the accelerating destruction of their country, helpless spectators on the sidelines. "A number of journalists were being abducted, so it wasn't safe for me, especially as they [Zimbabwe's Central Intelligence Organisation] knew where I was staying and were constantly visiting my place, so I saw I was in danger and had to move out of the country," Trust Matsilele says. In Sri Lanka intimidation and threats to media workers have lead to the creation of a safe house for journalists to use as both a sanctuary and a work base. More than 100,000 people have been killed in the island's civil war since 1983, and the Tamil Tigers' exploitation of the suicide bomb made it the weapon of choice for extremists worldwide. There is no pretence of a free press here. The government considers any criticism of it as Tamil propaganda, bordering on treason. But dare attack the Tamils and you might never write again. Both sides in this war consider journalists to be their enemies and as Sanath Balasooriya, the president of the Free Media group, says: "The government thinks if we write the truth, they will lose public support for this war." Gaza Perhaps the most dangerous place for cameramen and reporters worldwide is the tiny, densely populated Palestinian territory of Gaza. Palestinians there are virtual prisoners, locked within their own borders, dependent on Israel for basic essentials such as food, water, medicine, fuel and power. The daily explosions, gunfire and missile attacks from Israeli incursions and Palestinian resistance have long been part of the Gaza routine. Palestinians know the value of propaganda pictures, as do the Israelis. Five years ago, Saira Shah and James Miller came to film the children of Gaza. They came under fire themselves and took refuge in a house nearby. That night, knowing they were surrounded by Israeli soldiers, Saira and James decided to leave - cautiously. Carrying a white flag and a torch, they identified themselves loudly as "British journalists". The response from Israeli snipers was several shots, one of which hit James in the neck and killed him. Saira said: "I don't know whether James was killed because he was a journalist or in spite of being a journalist. I know he was killed and he shouldn't have been killed." Targeted For news agency cameramen like Fadel Shana'a and Mahmoud Al Agaramey, days when they become the targets are unexceptional. They survive it one day and then go back again the next. Both men became legends in Gaza. Two years ago, Fadel was on his way to film the aftermath of an explosion in a village, when his jeep took a direct hit from a missile fired from an Israeli helicopter. The words 'TV' and 'PRESS' were painted in red on his vehicle, but they did not protect him. He was critically wounded but survived. Having had several narrow escapes, Mahmoud's luck almost ran out in Jebaliah. He was filming children goading an Israeli tank crew. Without warning, they fired a shell that narrowly missed the children, but the blast from the explosion flattened Mahmoud, and he was unconscious for six hours. The Erez Crossing at Beit Hanoun marks the border with Israel. For half a mile into Gaza all buildings, homes, offices and factories have been demolished. It is no man's land. Al Jazeera wanted to film there, but first we thought it wise to check with the Israeli military who were observing us from their watchtowers. There was no mistaking their answer: "Leave now or you will be shelled." We left. A few minutes later they shelled anyway, and hit another target - three students who had detoured through no man's land on their way home. Shana'a, passed us, already on his way to the hospital to film the aftermath of the shelling. But it was too late by the time we got there. Such deaths are common place in Gaza. Cameramen like Shana'a record every one of them and the mass mourning that follows. Two months on and Shana'a himself became the latest victim of the campaign against journalists. Journalists and cameramen like Shana'a and Al Agaramey risk their lives daily to bring us the news. The tragedy is that those who have so much to hide do what they can to prevent it and they shoot the messenger. Shana'a was a messenger, and as he put it: "I can't give up journalism. Only two things can stop me - if I die, or lose my legs."

A research team at Harvard Medical School says 2,266 veterans under the age of sixty-five died in 2008 because they were uninsured. We speak to the report’s co-author, Dr. Steffie Woolhandler, professor of medicine at Harvard University and co-founder of Physicians for a National Health Program. Sexual Assaults, Inadequate Healthcare Among Spate of Issues Facing Women Servicemembers The rate of sexual assaults within the US military also exceeds that of the general population. A Pentagon report earlier this year found one in three female servicemembers are sexually assaulted at least once during their enlistment. Sixty-three percent of nearly 3,000 cases reported last year were rapes or aggravated assaults. Despite what some have called an epidemic of military sexual trauma, the delivery of healthcare to women veterans remains grossly inadequate. Parents of Iraq Veteran Receive Mistaken Notice from US Gov't, Not Condolence Letter They Await from Obama The parents of US Army Reserve Specialist Chancellor Keesling, an Iraq war veteran, received a letter yesterday from the VA asking that their son complete his “Post Deployment Adjustment.” The only problem is, Chance Keesling had killed himself in Iraq nearly five months ago. We speak with Chance’s dad, Gregg Keesling, who’s still waiting for the letter he’s never received: condolences from President Obama. A longstanding US policy denies presidential condolence letters to the families of soldiers who have committed suicide.

Harry Reid: Senate Bill Will Include Public Option Plan Senate Majority Leader Harry Reid has announced the Senate healthcare reform bill will include a public health insurance plan that states can choose to opt out of. Sen. Harry Reid: “As we’ve gone through this process, I’ve concluded—with the support of the White House, Senators Dodd and Baucus—that the best way to move forward is to include a public option with the opt-out provision for states. Under this concept, states will be able to determine whether the public option works well for them and will have the ability to opt out, if they so choose. I believe that a public option can achieve the goal of bringing meaningful reform to our broken system. It will protect consumers, keep insurers honest, and ensure competition. And that’s why we intend to include it in the bill that we submitted—that will be submitted to the Senate.” The Washington Post reports the opt-out provision was engineered by New York Senator Charles Schumer as a compromise between moderates who want a smaller government role and liberals who prefer a single-payer system. The Democratic leadership must now scramble to secure the sixty votes needed to pass the measure. While details of how states could opt out of the system are unclear, it likely means that millions of Americans may never have a chance to enroll in a government-run health insurance plan because of Republican opposition. A combined total of 154 million people, or 51 percent of the population, live in states where Republicans control the governor’s mansion or the state legislature. Massey Energy Begins Blasting Coal River Mountain In West Virginia, Massey Energy has begun blasting operations on Coal River Mountain despite deep opposition from environmental groups and critics of mountaintop removal mining. Coal River Mountain is the last intact mountain on the historic Coal River Mountain range. All of the other mountains have been blown up by coal companies. Jeff Biggers, author of the book The United States of Appalachia: “Residents in the Coal River Valley in West Virginia were shocked last Friday to hear the rattle of explosives and see plumes of smoke rise above Coal River Mountain. According to news reports on Monday, Massey Energy has clearcut the lush forest and blasted part of the historic ridge in the first leg of a 6,000-acre mountaintop removal mine. For advocates across Appalachia and citizens group across the nation, the impending mountaintop removal operation on Coal River Mountain amounts to a final showdown between out-of-state coal companies and the state of coalfield residents.” Activists had proposed to save the mountaintop and turn it into a wind farm, a proposal which was seen by many as a model for sustainable green economic development. Anti-mountaintop removal activists are now calling on President Obama to halt the mining operation and save Coal River Mountain. US Official Resigns over War in Afghanistan The former top American civilian working in the Zabul province of Afghanistan has resigned from the Foreign Service to protest the Afghan war. Matthew Hoh said he quit because he had come to believe the war was simply fueling the insurgency and that the United States is asking its troops to die for what is essentially a far-off civil war. In his resignation letter, Hoh wrote, “I have doubts and reservations about our current strategy and planned future strategy, but my resignation is based not upon how we are pursuing this war, but why and to what end.” Hoh is a thirty-six-year-old former Marine who fought in the Iraq war. He is the first US official known to resign in protest over the Afghan war. Monday Marked Deadliest Day for US in Afghanistan in Four Years Meanwhile, President Obama said Monday he will not rush his decision about whether to send more troops to Afghanistan, where fourteen Americans died yesterday in the deadliest day for US forces in more than four years. Ex-AIG CEO Is Back with New Insurance Venture The New York Times reports that former AIG CEO Maurice Greenberg is quietly building up a family of insurance companies that could compete with his former company. To fill the ranks of his venture, C.V. Starr & Company, Greenberg has been hiring some people he once employed. One insurance executive said, “Basically, he’s just starting ‘A.I.G. Two’ and raiding people out of ‘A.I.G. One.‘” People who work in the industry said Greenberg may soon be siphoning off AIG’s business and, therefore, its means to repay its debt to the government. AIG was the recipient of the biggest taxpayer bailout in history. Showdown in Chicago Continues Outside Bankers Meeting In other financial news, protests are continuing in Chicago outside the American Bankers Association convention. Sheila Bair, the chair of the Federal Deposit Insurance Corporation, spoke to both the protesters and bankers on Monday. At a rally before thousands of activists, Bair voiced support for the creation of a Consumer Financial Protection Agency. Sheila Bair: “By regulating the non-bank shadow sector for the first time, this new agency can help prevent future abuses. I hope we see other measures taken that will create a more resilient, transparent and better regulated financial system, including an end to the ‘too big to fail’ doctrine. Yes, no more bailouts. No more bailouts." UN Urges US Engagement in Climate Change Deal During a stop in Seattle, UN Secretary-General Ban Ki-moon called on the US Senate to pass a bill limiting carbon emissions. Moon said such a bill will encourage other nations to act to fight climate change. Janos Pasztor, the director of the Secretary-General’s Climate Change Support Team: “There are reports of a new poll in the United States that indicates that interest and support for action on climate change may actually be declining. The Secretary-General sees US engagement as vital for a climate change deal, a point he made in an op-ed today and in interviews since Seattle. He stated that we cannot afford another period where the US stands on the sidelines.” Canadian Climate Activists Disrupt House of Commons In Canada, about 200 young people staged a protest inside the House of Commons Monday forcing lawmakers to shut down the question period. The activists were calling on the Canadian Parliament to pass a bill setting out deep cuts in carbon emissions. Six people were reportedly detained, and the police beat at least one protester. Amnesty: Israel Denies Palestinians Access to Water Amnesty International has accused the Israeli government of preventing Palestinians from receiving enough water in the occupied West Bank and Gaza Strip. Israel controls much of the West Bank’s water supplies, pumping from an aquifer that bridges Israel and the territory. Amnesty International’s Donatella Rovera called on Israel to distribute the region’s water resources in a fair manner. Donatella Rovera: “Palestinians are having access to four times less water than Israelis, and for some Palestinian communities it’s ten times less water for the Palestinians than the Israelis. To put an end to the situation where Israeli settlements in the Occupied Territories, which are unlawful under international law, have swimming pools and green lawns and irrigated fields, and the Palestinians do not have enough water even for drinking and for basic domestic needs.” US Officials to Travel to Honduras Senior US officials will travel to Honduras this week to press ousted President Manuel Zelaya and the country’s coup leaders to break a stalemate in a four-month-old political crisis. This marks the first time since the coup that the Obama administration has taken a leading role in pressuring the leaders of the de facto government to restore democratic order in Honduras. On Friday, Secretary of State Hillary Clinton spoke with both Zelaya and Honduras’s de facto leader, Roberto Micheletti. Officials said Clinton told the two leaders that there was “increasing frustration” over the deteriorating situation in Honduras. Clinton is said to have reserved her toughest comments for Micheletti, because the United States believes he has been “the most difficult.” Fidel Castro’s Sister Admits She Spied for CIA In other news from the region, Fidel and Raul Castro’s sister has admitted she spied on her brothers for the CIA in the 1960s. Juanita Castro disclosed her role as a spy in a new memoir. Juanita initially hailed the Cuban revolution but later became disillusioned by the actions of her brothers. Chamber of Commerce Sues Yes Men for Prank The US Chamber of Commerce has sued the Yes Men, after the political pranksters impersonated the organization. The Yes Men staged a fake press conference at the National Press Club last week to announce that the Chamber was changing its stance on climate change and supporting capping greenhouse gas emissions. Several news outlets, including Reuters, CNBC and Fox Business Channel, reported the policy change as fact before issuing corrections. The Chamber is suing the Yes Men for misappropriating its logo and violating a host of related copyrights. Activists Protest Mercenary Trade Association Meeting And the International Peace Operations Association is holding its annual conference in Washington this week. The trade association represents mercenary groups and private military contractors, including DynCorp and Triple Canopy. A coalition of activist groups, including CODEPINK, Africa Action and the Hip Hop Caucus, are planning to hold a protest and forum today to counter the mercenary conference. Independent journalist Jeremy Scahill: “While these merchants of death are meeting in Washington, DC, human rights activists and other concerned people are going to be gathering to protest these mercenaries. And we’re not only going to be addressing the use of mercenaries in Afghanistan and Iraq, which we know well is continuing unabated, but also the use of mercenary forces on the African continent, which is a story that basically never makes it into the corporate media. There are mercenaries that, once again, are operating in the Congo, in Somalia, in the conflict in Ethiopia and Eritrea. And so, we’re gathering to try to shut down this whole privatized war apparatus and to raise awareness of this Bush administration policy that the Obama administration is continuing and escalating.”

More than 500 people were also injured. It was the deadliest bombing in Iraq in two years. The blasts targeted the Ministry of Justice, the Ministry of Public Works and the Baghdad provincial government. Dozens of civil servants were among the dead. Iraqi Prime Minister Nouri al-Maliki visited the site of the bombings and blamed al-Qaeda and former remnants of Saddam Hussein’s Baath regime. He said the attacks would not affect the political process or parliamentary elections due in January. US troops have been called in to help with the investigation. [includes rush transcript] Showdown in Chicago: Protesters Greet American Bankers Association Conference When the American Bankers Association scheduled their annual meeting in Chicago for this week, they probably weren’t expecting the reception they’ve received. Instead of a quiet convention in a downtown hotel, the ABA has been greeted by a parallel gathering of thousands of people in what organizers call the “Showdown in Chicago.” Spearheaded by the group National People’s Action, organizers have tried to bring together a cross-section of Americans affected by the financial meltdown, including homeowners, renters, farmers, workers and retirees. The Showdown kicked off Sunday when protesters entered the lobby of the hotel where the ABA delegates are gathering. Talks broke down last week after the coup regime refused to drop its objection to Zelaya’s return to office. Zelaya has accused the regime of trying to drag out negotiations until the presidential elections it plans to hold next month. Zelaya’s supporters are boycotting the elections, and the international community has refused to recognize them. The Canadian journalist and Al Jazeera English correspondent Avi Lewis recently traveled to Honduras for a rare look at the grassroots movement against the coup regime.
