Virginia has carried out the first change in policy to result from the deadly shooting of 32 people at Virginia Tech more than three weeks ago. Virginia governor Timothy Kaine has issued an executive order requiring anyone forced to seek treatment for mental health to be added to a police database of people barred from buying guns.
