Bush Maneuvers to Stack Commission on Civil Rights with Conservatives
The eight-member U.S. Commission on Civil Rights has long been staffed equally with members of both major political parties. Critics say Bush in effect installed a fifth and sixth Republican on the panel in December 2004 after two commissioners, both Republicans when appointed, reregistered as independents. "With little scrutiny from Democrats in Congress and nary a whimper of protest from the liberal establishment, the United States will soon establish permanent military bases in sub-Saharan Africa," write Glover and Lee in The Nation.
